India Is Wiring the Ocean Floor: Inside the New Seabed Surveillance Cable Network

India is moving to fit its ocean floor with a listening network. A Defence Research and Development Organisation (DRDO)-led project, detailed in reporting on July 6, 2026, will lay underwater fibre-optic cables fitted with advanced acoustic sensors designed to detect the movement and acoustic signatures of submarines operating in the Indian Ocean — providing round-the-clock underwater monitoring rather than the periodic coverage naval patrols and satellites currently allow.

Why Now: A Changing Undersea Threat Picture
The immediate trigger is Pakistan's induction of Chinese-built Hangor-class submarines equipped with air-independent propulsion (AIP) — technology that lets a diesel-electric submarine stay submerged for far longer than older classes, making it harder to detect through conventional means. Layered on top of that is a broader regional trend: the People's Liberation Army Navy has roughly doubled its submarine presence in the Indian Ocean Region since 2020, with Chinese research vessels also conducting seabed-mapping surveys — including a month-long transit by the Dong Fang Hong 3along the Ninety East Ridge, a natural undersea feature well-suited to submarine navigation.
What the System Actually Does
The fibre-optic seabed cables sit within a wider underwater sensor architecture the Navy and DRDO have been building out: seabed-based active and passive sonar arrays, towed-array sonars carried by P-8I Poseidon aircraft and Kolkata-class destroyers, airborne Magnetic Anomaly Detectors, and highly sensitive Superconducting Quantum Interference Devices (SQUIDs) capable of picking up the faint electromagnetic signatures large metallic objects like submarine hulls emit. Passive sonar listens for a submarine's own machinery noise without giving away the listener's position; active sonar, used more selectively, sends out a pulse and reads the echo for precise localisation.
DRDO's Naval Physical and Oceanographic Laboratory (NPOL) in Kochi — the lab behind existing indigenous sonar systems Abhay and HUMSA-UG — is leading development, working alongside DRDO's Submersible Platform for Acoustic Characterisation & Evaluation (SPACE) and an Ocean Data Centre to refine the sensors ahead of full deployment.
Plugging Into the Bigger Picture
The network is designed to feed India's broader Maritime Domain Awareness framework, linking to satellite tracking and the Information Fusion Centre–Indian Ocean Region (IFC-IOR) in Gurugram, which already shares maritime data with more than 40 partner countries — one more layer in the same Indian Ocean strategic build-out that recently produced the Sabang port pact and BrahMos deal with Indonesia. Discussions are also reportedly under way with the United States and Japan on eventually linking India's system with the existing US-Japan "Fish Hook" SOSUS (Sound Surveillance System) network — which, if it materialises, would knit India into a far larger allied undersea-tracking architecture across the Indo-Pacific.
Why This Matters
Undersea cables and seabed sensor networks sit at an odd intersection of hard security and civilian infrastructure — the same fibre-optic technology used here (distributed acoustic sensing along a cable) is increasingly discussed globally as a way to protect commercial subsea internet cables from anchor strikes, trawler damage, or deliberate sabotage, a live concern given recent cable-cutting incidents reported elsewhere. For India specifically, the strategic logic is straightforward: satellites and patrol aircraft offer only intermittent snapshots of what is moving under the surface near two of its most sensitive maritime chokepoints — the approaches to the Strait of Malacca and the waters around the Andaman and Nicobar Islands, the same chokepoint logic that underpins India's broader strategic-autonomy doctrine elsewhere, from the Gulf to the INSTC. A persistent, always-on seabed listening layer closes that gap. The monitorable to watch: how much of this moves from "planned" to "operational" in the coming quarters, and whether the mooted US-Japan SOSUS integration talks produce a concrete agreement.
