Two negotiations, one engine, very different outcomes


Recent reports characterising the HAL-GE Aerospace F414 engine partnership as having "stalled" do not accurately reflect the current state of negotiations, according to sources close to the discussions cited by The Defense News in late June 2026. There are, in fact, two distinct negotiation tracks running in parallel. The first — between Hindustan Aeronautics Limited and GE Aerospace, covering licensed co-production of F414 engines for the Tejas Mk2 fighter — is progressing on schedule, building on a landmark April 2026 agreement on technical aspects including an unprecedented 80% technology transfer. The second — a separate commercial negotiation between DRDO, the Aeronautical Development Agency, and GE for engines to power the AMCA prototype programme — is where the pricing dispute that generated alarming headlines actually originates.


The price increase, and why it happened


In the AMCA-specific negotiations, GE's quoted cost per F414 engine has risen from an initial estimate of approximately ₹70-80 crore to more than ₹200 crore per unit — nearly a threefold increase. GE has also sought approximately ₹6,000 crore to establish a dedicated F414 assembly and manufacturing line in India specifically for the AMCA programme. The AMCA prototype phase alone requires 15 engines to support five flying prototypes. Industry analysts attribute the price escalation to a combination of factors: rising global input costs for advanced turbine materials, the smaller production run associated with prototype-stage engines compared to full-rate production, and GE's calculation that establishing dedicated AMCA-specific manufacturing infrastructure carries fixed costs that must be recovered across a relatively limited initial order.


Why the Tejas Mk2 track matters more in the near term


The F414-INS6 variant selected for the Tejas Mk2 is the engine with the larger near-term production volume — more than 120 aircraft are planned — and the negotiations covering this track reached a critical technical milestone on April 12, 2026, when GE Aerospace and HAL concluded agreement on technical aspects of co-production. GE Aerospace Vice President Rita Flaherty confirmed on April 13, 2026, that the "hardest part" of the discussions — finalising the scope of the roughly 80% technology transfer — had been successfully concluded, with both sides now in commercial negotiations covering pricing, production scale, and long-term support frameworks. HAL Chairman D.K. Sunil has previously stated the broader F414 partnership traces back to a Memorandum of Understanding signed in June 2023 during PM Modi's visit to Washington — making the current commercial phase the culmination of nearly three years of negotiation.


What's actually at stake for India's fighter fleet


India's combined requirement for the F414 engine across the Tejas Mk2, AMCA Mk1, and the Indian Navy's Twin Engine Deck-Based Fighter is projected to exceed 200 units over the coming years — making this one of the most consequential defence-industrial negotiations India is currently running, regardless of how the AMCA-specific pricing dispute resolves. The AMCA Mk2, India's more advanced indigenous stealth fighter variant, is separately planned to use a more powerful 110 kN engine — either further-developed indigenous technology or a deeper co-development arrangement — meaning the F414's role in AMCA is explicitly transitional rather than permanent. The distinction matters for assessing the current price dispute: paying a premium for a relatively small, prototype-stage AMCA order is a materially different commercial calculation than paying that same premium across a 200-plus engine production run, and conflating the two tracks — as several recent headlines have done — overstates the risk to India's broader fighter modernisation timeline.
